There's a few problems with the idea of banning hand held cell phones for new drivers. First and foremost, some studies suggest that it's the conversation, not the holding of the cell phone, that causes drivers to be more distracted. And if that's the case, how are we going to legislate not having involved conversations with passengers while driving?
